The Panthers currently list two players at fullback but there is a third player that the Panthers have used at FB, that being TE Richie Brockel. If Brockel makes the roster then that means only the starter will also make the roster.
Mike Tolbert 5'9" 245 lbs 7th season (Coastal Carolina)
Tolbert is coming off a PB season and is again expected to have a significant role in the offense just as he did in 2013 when he received 128 touches combined (101 rush, 27 rec). In fact he might get even more touches in 2014 if the Panthers truly favor a two TE set as rumored. Tolbert offers a rare combination of power running and soft hands that can be extremely effective when used properly. He is also durable having played in all 16 games in 2013 with 13 starts. I look forward to many more Tolbert touchdown dances in 2014.

Mike Zordich 6'1" 245 lbs 2nd season (Penn St)
Zordich tore his ACL in the preseason last year after being signed by the Panthers as a UDFA. If he's healthy he will need to beat out the aforementioned Richie Brockel in order to earn a roster spot. That chance will exist primarily on special teams, where back-ups need to shine to earn one of the final spots. Being reliable in pass protection is another trait the Panthers value so Zordich will focus there as well. Every year one or two UDFAs make the Panthers roster. I think Zordich has just as much of a chance as any this year but if not he should have a good shot at the practice squad as insurance.
