Hawaii is special to the players but not the fans. Viewership is declining, and so is advertising for the event that showcases the best talent. Oh wait, the best talent is in the Super Bowl.

Week 12 or so everyone gets a bye. Like NBA All-Star Weekend.
Everyone(pro bowlers) plays in the Pro Bowl, in Hawaii, or a location that changes every year. Less strict requirements than to host a super bowl.
That weekend, all the NFL stadiums host two premier high school/college football contests.
Turnout won't be great, so you'll have two games back to back for HS, thereby reaching four audiences and filling the stadium.
