Scouts Inc has released grades on each teams free agency to date and they are not impressed with the Panthers as you see below. I'm sure this piece was posted before today's trade for Bruce Campbell was announced. I wonder if that might have increased their grade a little given the last sentence regarding o-line needs.
Carolina Panthers
Key additions: RB Mike Tolbert, Geoff Hangartner (re-sign)
Key losses: G Geoff Schwartz, LB Dan Connor, G Travelle Wharton, G Mackenzy Bernadeau
Analysis: The Panthers spent everything they had last year during free agency, so they weren't buyers this time around. They did make a curious signing with Tolbert, though. Of course, this coaching staff is very familiar with Tolbert and any team would love to add an overall contributor like him, but it could be argued that running back was the last position Carolina needed to spend more money on. Will another shoe drop on this in the form of a trade of Jonathan Stewart or DeAngelo Williams? The Panthers also could stand to add some offensive line reinforcements after losing three in free agency.
Grade: D
The Panthers haven't done much but I think that was the plan all along so I'm not worried about low 'grades' on such a narrow view of the Panthers overall offseason.

I wouldn't say the Panthers have lost more value than they've gained. When you consider now getting Bruce Campbell I think the Panthers free agency to date is more of an even trade off and would warrant a 'C' grade in my view. If I was going to spend time trying to grade free agency that is.
Looking at the grades for the NFC South:
He gave the Falcons a C+ when all they did was re-sign their free agents for the most part and let LB Curtis Loften walk.

The Bucs were given an A- but its hard to argue with that given they landed two of the biggest free agents in WR Vincent Jackson and OG Carl Nicks.

The Saints were given a B:
