Should the Panthers claim TE Wesley Saunders off waivers?

The Steelers cut former Gamecock TE Wesley Saunders (6-5, 270, 4.96-40) yesterday, so the question is, should the Panthers claim him off waivers, or sign him if he clears waivers?

Saunders was an UDFA signing by the Steelers in 2011, but he played in all 16 games, starting 6 games. He had 4 catches, for 29 yards, and 1 TD, as a rookie last season.

I believe the Panthers should claim Saunders off waivers, because he's a big blocking TE, and Hartsock will be a URFA at the end of this season. He makes less than half the salary of Hartsock, even next year, and the same as Brockel. Saunders can replace Hartsock as the blocking TE next year at less than half the cost. He can replace Brockel the rest of this season, and with the recent O-Line injuries, using both Hartsock and Saunders on short yardage plays would be a big help blocking. Saunders or Hartsock could also play in the backfield as the FB, to pickup the rushers that get past the OG's.
